It is definitely an imaginary zoo; the dragons are free to roam and fly in a gigantic dome. They’re kept in – and away from people – by some kind of ultrasonic shielding. There are stationary shields around buildings, and portable shields that emanate from watches for the people. (Which is all well and good until the technology fails….)
